So im about to buy a new computer
the probleme here in my house is the power cut, it happens a lot of time and im afraid to lose a component such as CPU or GPU that the most important part cause they cost like 2.5k$... any advice or tricks about that!
thank you.

What type of work ?
for $2.5k u can buy a laptop which can handle almost everything
the setup is 3.5k$ the cpu+gpu=2.5k
what i do :
blender = so hard to work with my laptop even with the current desktop
and some times programming and networking : so far no prob with that

buy a Motherboard that has good anti-shock / anti-surge protection. Believe me on this one. I purchased my computer in 2014 cause here in my city the power gets cut few times a month, totally unannounced and my previous computer had malfunctioned because of this. And then, in 2014, I decided to pay an extra 20 EUROS or so for a better motherboard that had anti-surge protection (the MoBo is Gigabyte H97M-D3H for those interested) and despite of the numerous power cuts over the years I am still able to use the computer right now as I'm typing this. Sure, I have changed the power source few months ago, but cheap power sources that I use for my computers usually brake down within 3-4 years, so that was expected.

Anyway, invest in a good Motherboard and you'll be safe, trust me on this one!

Why not you thinking about IPS that can backup your powercut problem without any issues.

no idea if there's one for AMD but logically there should be since.... well, it's AMD (arguably the 2nd best PC hardware manufacturer in the world). Just do some googling, or even better, go to AMD's website and look at their MoBos. I'm sure you will find several of them that have anti-surge protection... if that's what you need obviously (it's possible that I may have misread your OP)
