I am creating ads fresh Facebook acouunts and newly created Facebook pages but at least 3 days I am getting this error.

Page Not Allowed to Advertise
You can't create ads or promote your Page because it's restricted from advertising.

Check this our:
Facebook bans all ads depicting or selling drugs, even if they're technically legal. So don't try to sell prescription medication on Facebook. Any recreational or illegal drugs are strictly forbidden from Facebook ads, and so are images or videos that depict their use.

If your page fall under this category, this could be the reason of your restriction.
