It depends... Read all the threads related to keyword research in here which is more than sufficient... Buy trials from ahref, semrush (since you are a member of bhw you will get one month free trial), moz pro (if you can't buy vcc due to your budget no issues, we have working bin method here search for it)... Important try everything practically, learning through only reading is useless... You have enough bucks? Then we have members selling keyword research guides search for it in market place.....

When it comes to learning something, there is no stipulated time as such! it depends on how badly you wanna learn it. if your into it 24/7... it takes hardly a few days! But I suggest do not calculate time period when u want to master something. Go with the flow!

Around 15-20 minutes to learn to learn the basic concept. A couple of hours to find them since you have to manually check hundreds of keywords.
You don’t really need any tools. Most of the tools are wrong about both volume and difficulty anyway. They’re okay for ideas but you can get ideas from auto suggest, answer the public etc.

It entirely depends on your current level of expertise. If you are just started, you will take some time to get acquittanced with the nuts and bolts of Keyword Research. How long it will take you from being a noob to an expert level, will entirely depend on your commitment to learning.
