Even if some exists it will not bring you any value. Even most of paids tools are useles now. For hard niches manual link building is important or PBNs, for link tail kws - site generator and indexing at GSC

Agree, not sure backlink builder can help. In the time, I used real-backlinks.com that create backlink in the whois kind of website. Maybe it's still workng.
But better to create a PBN

They won't generate you quality links. :/ Instead try manual quality link building.

It is difficult to get quality backlinks with free tools. And it is better to go with the manual link building, which will make your site look natural.

For automatic backlinks the Tier 1 page should be considered. No spam shit on real pages. Here would be probably favorable PBN links a good Tier 2 replacement.
