Does anybody know how these "free" online casino websites pass the Adwords Japan Gambling policies?
Search for the keyword: ネットカジノ (Net Casino) on Google Japan with VPN.

There is no gambling license in Japan. How can Google approve it?

It is cloaking and it is. Now you need to apply for each country, not like before 2 zones with countries grouped. Just do more research and you will find out

From what I see on the website - everything is allowed by google if you have certification granted. They actually caught you after registration - and that's not google business at all.

Why u even waste time on figuring out if its cloaking or not. Cloaking will not help to make ads live. Cloaking is what u do AFTER ad is live. To get restricted niches live u need to figure out which kw combinations to use. Plenty of tricks there to bypass restrictions.

I agree that Cloaking is not helping to make ads live.
Any help or clue for finding some of the tricks to bypass restrictions? (not looking for free help)

@ppcads has already given you a very clear solution :-

To get restricted niches live u need to figure out which kw combinations to use.

Now, you ( @GoodPPITraffic ) need to experiment, get creative and do your thing.

From my understanding and experience in AdWords. They could be running off a Google premier account. They would have an appointed agent who would assist n consult them run ads via AdWords.

End of the day Google's main objective Is to obtain revenue from advertisers.
