Does a mobile phone with 2 sims count as 2 separate 4G proxies ?

As per the title I am wondering if you can get away with running say for example 1 PayPal or 1 Facebook account on each sim on the same device without having the accounts linked ? I know each sim slot has its own IMEI number so assuming that cookies are managed correctly on the device can these sites link the 2 accounts based on them being run on the same device but through separate sim cards ? If so, how ?

The setup would be: 1 Device, 2 sims, 2 PayPal accounts (for example)

The method would be: Only access account 1 via sim card 1 and always through a dedicated browser for that account, vice versa for account 2.
 
For less trouble you can DL an app that isolate a part of your phone so you can install twice the same app without any conflict. On some devices you have this kind of stuff natively (on xiaomi for example, they call it "second space").It's like you have 2 phones in one. If you use one sim per space then it's a perfect combo.
 
If you want to use both sim as a separate 4G proxy, you can take the hotspot from your mobile to your laptop and use both networks as a separate 4G proxy as both will have different IP and services providers.

If it's a dual-sim active phone, it has two IMEIs. More than likely it is, unless it's an old model with dual-sim standby, because those have only one IMEI. Apart from this, it's still the same device. Even if it's a dual-sim active phone with two IMEIs, there is serial number, WiFi MAC address, FCC certification, the model of the phone, the language, the OS version, the software version and who knows, what (else) each site uses to identify devices.

You might get away with the planned setup up until the point, when you don't anymore. Probably it would be wiser to get a cheap, second-hand phone as your second device, if you don't already have two capable phones.

You have forgotten device ID, which some apps use to identify your device.
What is this device ID based on? Your Google Play account? Surely a separate Google Play account per sim using the "second space" concept another user mentioned would get around this.

Is the serial number sent over then internet as part of every packet ?

The WiFi mac addres doesn't come into to play as both connections would be using 4G exclusively. Even if WiFi was being used it is my understanding that the MAC address is only relevant on the local network anyway, pretty sure that gets stripped away by the router before sending the packet to the internet.

Is this FCC certification unique to every device like the IMEI ?

Theres bound to be software out there that will allow you to spoof the phone model, language, OS version and as many other identifiers as possible.
