How to create multiple Google accounts that cant be traced back to each other?

Back in the day I left 4 reviews on a google my business page by changing IP thru the router and using cCleaner. They caught me(im thinking it was because the user device never changed between accounts or MAC address) and removed the listing. Anyways I didn't do anything sophisticated.

I am now revisiting that day wondering what it takes to create multiple google accounts and use their other services (not just email) without getting caught. Is it as simple as using a residential proxy?( idk too much about proxies btw)

Does something like this service create the full solution? Is it overkill since i dont need multiple tabs/accounts open at once?

2. Internet from data mobile (some operators offer dynamic IP ), create hotspot + new installed portable browser (chrome/firefox) + adblock + User Agent Changer).

use a proxy service that allows you to connect by country and then make each based on a country to make it easier for yourself? or buy RDPs.
