I remember some told me , " find those , like make money, how to make money "

but i think back isn't these people also promoting their products ? end up it kinda don't serve any purpose since they also selling you also selling No buyers?

find accounts who sell/promote similar products as yours and boom, that's your target audience

If you follow the followers of authority accounts in your niche, you'll be following targeted people. Sure there will be other marketers among those followers, but you can filter them with certain tools. Some tools have a feature to filter users, if a lot of their tweets contain links, because more than likely those accounts promote something.

Those hashtags are used by marketers mostly or almost exclusively. Go to Twitter, search for the hashtags and you'll see. Instead of following those people, who use those hashtags, you should use those hashtags to find authority accounts, other marketers in your niche, so you can follow their followers, because that's your target audience too.

This is something i would do: Search for the #makemoneyonline and relevant hashtags, depending on the amount of people i want to follow per day, pick a few authority accounts, who use those hashtags. Follow their most recent followers. Don't follow inactive accounts or other marketers. If you follow someone's most recent followers only, there won't be inactive accounts, so that's covered. And as i mentioned above most marketers can be filtered with a capable tool, which can look for tweets with urls.

All people here want to make money online
So you say that no one is buying from the market place

you need to think as a buyer not a seller - eg 'work from home' target mom groups etc
