I am curious what kind of hardware is being driven by the application. Are you using SMS gateways with AT commands? Gateways themselves are limited to XXXX messages per hour based on modem + bandwidth capability. Any serious SMS gateway that has the capability for 100k SMS per hour should already come with software to perform this function, as you're likely into the 5 figure range for the gateway alone. Even combining 10x 10k/hour SMS units will still push you into 5 figures.

If you have your hardware sorted, ping me and we can design something, but I would charge at least 2k for the software.
