Even if I post the best video in the world and it gets 100% average watch duration. I would need to get 24k views. How do I do that when youtube promotes my videos to around 100 people and 10% actually click on it.

I don't think this will go in your favor, you trying to game the system in such a huge way. Off-course you can take some help but getting all the help from bots, will not be good. Anyways the serious amount of youtube money will only come once you have great content and you gotta get frequent subscribers and views.

You end-goal might not be accomplished with bots or by having a budget of 10 pounds.

It can be tough. It’s a numbers game. Just keep pumping out content. You’ll get there.
