Is it safe to use Adwords on AWS Instance & Elastic IP attached to it?

As we know, IP changes once we stop and start instance. Does it create issue if we don't use elastic IP when using Adwords or Elastic IP is must?

if you know the correct method it doesn't matter which IP you use. I have multiple accounts on data center IP and its working fine.
