They aren't required to keep logs, however if they have logs they are required to turn the logs over if ordered by a court.

In my country, there's nothing called prepaid burners lol (alteast not for the general public). If you take a sim, you will need to provide KYC no matter what (legally that is). The way people still cheat here is by stealing IDs, but this is not gonna work forever.
