You can make them and age them.

If you'd want to use them well you can just take it slow and then increase the items and business. Doing 3k or 5k per month would simply ruin the account & there will be an indefinite suspension on the account.

Dude, I think you can fix the problem by sharing this directly to ebay. It has been subject to a lot of strict control lately due to digital sales. I think if you open a ticket or live support on Ebay, they will solve your problem.
