Is legal? Oh man i really think is illegal because first of all what we are doing is create a lot of accounts to bind with phone numbers to enjoy their discount codes as first or new user.

you need to loook into dmca ignored hosting. these usually opperate from another jurisdiction than the US.

i can only recommend to look at hosters that offer dmca ignored hosting. this will help, since they will not shut down your webserver once a dmca is filled.
Many companies have written that if these are done, the contract will be terminated. Do they just terminate the contract or do they also inform the police?

in my case i had before some years ago the provider did contact the police and i learnt they have some kind of co operation with the local authorities or this provider was a undercover authorities under a company name like a honey pot.. the location for anyone is questioned was Bulgaria where provider had also datacenter in UK...
