You will be wasting a lot of money for a shit service. There is no secret sauce to rank, so I suggest you'd rather try it yourself.
You have no idea how much i suck in seo and ranking , i buy views and stuff and it doesn't do what it supposed to do , there was a guy who did this service but i am shocked he got banned it was socialmediapro (youtube devils) the guy disappeared lol , anyways i am asking for gold i know i can't find , your only mission will be to create the video and put your cpa link and start banking , its too good to be true but i am sure there is still people who do this or can do this , what do you think ?
I'm also doing YT + CPA and I'm able to rank but my problem is not ranking but youtube striking my videos for deceptive spam and practices. You will probably face this problem too when you rank lol.

Actually, every channel can rank if properly set up and it has not been flagged or under scrutiny from YouTube. Sometimes, a channel may need a break before updating it to rank. In all, it depends on the knowledge a person has to boost his channel.
I've been in this game for almost 9 years, believe me, i know how it works. Indeed, a few years ago even newly created channels could rank but a lot of things changed since then. some channels either can rank and at some point get shadowbanned and some simply won't rank no matter what. I've even tried an account with 500k subs and it didn't rank. Meanwhile, I was able to rank on the same niche with a 3k subs channel. I'm not sure how the YT algo determines which channel should rank and should not.
Can you tell what you did with the channel that failed to rank?
The channel was active with videos uploaded consistently that were getting millions of views but its last videos didn't get as many views as before so the owner allowed me to try CPA videos on yt so we could split the profit.
I'm not disputing the fact that some channels will not rank, but the point I was making is every channel can rank if they did not have a problem previously. That is, if YouTube has not flagged or shadow ban them. The channel you mentioned above already had a problem before you tried your CPA videos on it. Obviously, it can't perform no matter your efforts. However, I would be surprised if a channel of that magnitude did not perform without any previous issue.
I think that’s cap, how come i have followed a couple channels from just a few thousands subs to tens of thousands of subs seieing them grow? Consistency, good seo and good content are key the for ranking,
