So, basically if im correct; the method is to create every time a new adwords account and use the free coupon? But in netherlands its like: first deposit 150 euros and you get an extra 150 euros coupon for free. in the method; will it explain the tricks to get around this? And do you first need to deposit money? And does it also work in Netherlands?

No need to try, I already tried. His method is not working. I paid him money, adn now he say accounts stopped working. He say try after 7 days. Then he says, try after 30 days and so on...

guys are you really buying into a loophole flaw method like this, that too posted on a public forum and on top of that against a multi billion dollar company like Google?, who has some of the fastest patching for such flaw methods.
also they monitor these forums. please buy if you want at your own risk. don't cry later when you lost your money and method gets patched in few days. secondly worst case scenario if you try to scam google, and if they find out, you will get screwed really hard.
once my friend abused some flaw like this on his fake accounts and he spammed with multiple Churn and burn accounts.
eventually when Google could make the link between his fake accounts and main accounts, he ended up getting banned fully from Google.
lost 20 channels, got adsense banned and banned from Gmail and Google play services.
remember that the only person who will make some quick bucks for a method that will be patched soon is the op. everyone else will face difficulties finding the right vcc vendor or end up getting their accounts suspended
