You could just look for a Norwegian domain that has expired and pick one up that way if the ultimate goal is to just pick up a Norwegian domain. If there's something specific that you're after and you want to start from brand new then I don't have an answer but an expired domain seems like a viable workaround. The only other thing to watch out for is that if you go that route, depending on the who the registrar is, they may not allow for private registration.
Hosting is not the problem. Registration is the problem.

Thanks for the clarification. Didn't realize that. Seems like various domain extensions have their own set of rules..no domains can be registered for any (legal) purpose by companies and individuals who have a residence or company headquarters in Norway.
The Norwegian registry requires the following information upon registration:
Individuals must provide their Norwegian ID number. A maximum of five .no domains can be registered per private person. Companies must provide the Norwegian registration number to the company.
I do not have a Norwegian passport. I am not a corwegian and do not live there.
