You could just look for a Norwegian domain that has expired and pick one up that way if the ultimate goal is to just pick up a Norwegian domain. If there's something specific that you're after and you want to start from brand new then I don't have an answer but an expired domain seems like a viable workaround. The only other thing to watch out for is that if you go that route, depending on the who the registrar is, they may not allow for private registration.

Hosting is not the problem. Registration is the problem.
.no domains can be registered for any (legal) purpose by companies and individuals who have a residence or company headquarters in Norway.
The Norwegian registry requires the following information upon registration:
Individuals must provide their Norwegian ID number. A maximum of five .no domains can be registered per private person. Companies must provide the Norwegian registration number to the company.
I do not have a Norwegian passport. I am not a corwegian and do not live there.

Eurodns, around $20/year but I never used them before.
I have an Experied Domain but cannot register it.

Your solution is to open a thread in HAF section https://www.blackhatworld.com/forums/hire-a-freelancer.76/ and specify that you are looking for someone who lives in Norway.
I'm 100% sure there is someone who can help you out with this.
Of course, keep your eye open with who you work with (if you decide to go with this option).

Thanks for the clarification. Didn't realize that. Seems like various domain extensions have their own set of rules.

Now I have to consider if it is worth the price. I do not know.

I want to buy a domain from it, but I don't know if it is a scam or not.

To register a .no domain, applicants must meet strict eligibility criteria set by Norid：
1. For businesses:
Must be registered in the Norwegian Business Register (Brønnøysund Register Centre);
Provide exact name of company, contact person, address and phone in Norway;
2. For individuals
Must be registered in the National Registry (Folkeregisteret) and have a Norwegian post address. Follow the instructions here: http://pid.norid.no to get the PID number used for registration.
