Video ad formats not available

I went on to promote one of my YT videos with google ads, but for some reason it's not letting me pick the format of the ad and forces me to use "Skippable in-stream ad" as the only available option, while for others it says "The following ad formats aren't available in this campaign".

On one of my other videos that I promoted a few months ago, it's offering the "Video discovery ad" as the only option.

Why is it not letting me pick a format? I want to use discovery ads for the video in question. The help page doesn't provide any useful info on why the options aren't available.

No. Added a total of 3 videos in the last 2 years, all of which got approved. The one in question is the 3rd.
