Need Help On PayPal Buyer Protection

I don't know why but i m not able to send payment to another paypal id and i am getting an message below the Amount box as

"Eligible purchases are covered by PayPal Buyer Protection."

Help me on this please as i m not getting continue option after entering the amount.

Did it work before? Can you send payments to the recepient's country? Can he accept this kind of payment? There are certain restrictions in quite a few countries.
