i have a new google ads account, my ad started going, but where do i set bids for keywords. i turned it on came back later i spent $25 for 2 hits

You can set maximum bid on ad group level. If you don't see any option for this then change bidding strategy with manual cpc. It will give you option to enter the bid on ad group (Default) or in keyword level.

You might have set it to auto bidding.
You need to change it back to the manual bidding so you can spend as per your budget.

you most likely have a smart campaign, where it determines everything, you can only assign a daily limit to the campaign. create a new campaign and start over
