I've seen a lot of offers in the marketplace for aged google adwords accounts,their total spend and other characteristics.
My question is, what are these used for, why do people need these accounts?

To advertise niches that are GREY / BH considered by Google ADS - like video chat for some countries/gambling for some other countries / etc. OLD Google ADS accounts are more stable.

if, it is an aged google adwords accounts but some of the accounts are suspended, will it still work for the new accounts made in that gmail.. can u emphasize on that one
