this is not possible u have to submit ur billing info.
and coupon get activated after spending .

The offer is always spend XX$ amount, get XXX$ free spending. You have to spend to get it. So even if you could add coupon without adding billing info, wouldn't make any difference

In order for the coupon to get active, you must add an accepted and valid payment method in the GAds account.
