Somebody is ranking 4th for a keyword that I am targetting but the page only has 200 words of poor content on it and very few links, however those ranking 5th + 6th with loads of content and links can't beat him, why?

First you need to add quality content along with few good backlinks!

Could be smashing their site with PBN links? If they've got thin content, barely any natural links and they're using PBN's this way, I wouldn't think they'll be on the first page for too much longer. Do you know how long they've held #4?

Is the one that's ranking about you a parasite by any chance? I've got a parasite at position 3 with just under 400 words and no links to it. It's actually outranking the website of the company! Admittedly though, the 400 words is rather good (it i do say so myself). If anyone is curious what the parasite is, all I'm saying is that it's a site that @Rachmaninoff posted.

I've been writing quality and editing to monitor results but not much has changed.

That's true, not a whole lot seems to be showing at the moment though. They've had #4 for a While to be fair.

No, it's a fully registered business in my local area and it's their site, just seems to be an odd ranking.

Additional Information:

The site in Position 4 has a DA of 1 and 12 backlinks, so I don't understand.

Do they have an aged domain?

Is it an authority site, check their links is it spammy? Or they could be using hidden pbns. Either way you build strong backlink, good content shoot some strong backlink, add some social signals you should rank higher

The 12 links that they do have are very poor.

Only 8% are ******** and they seem to be from Partner Sites of the Business that carry absolutely no power.

Number of words is irrelevant if they satisfy the intent
Also their reputation could be high
What is their their DR?
Their DA is 1 with only 12 links.

Hidden PBN under the hood?
Potentially, but it's not increased DA or anything.

this could be because of hidden PBN and Hidden content with keyword stuffing...
check on ahrefs when they have came up, if within a month then they won't stay for long for sure.....
They've had it for a while I'm pretty sure, I will check though.

This can hidden PBN and content optimized for keyword intent. If you have better informative content and strong backlinks, can help to perform better than them.
Really? I've written some strong content over the last few days so just waiting to see if it has an impact. I'll look at building some strong links though.
