i think he says for alphabay market.. it was hosted in Iceland and the provider was flokinet where the owner somehow leaked from them their API leaked.. you can search it if you find anything.. it was on news on the time being.. flokinet itself told DMCA is not ignored he said flexible and only linking allowed all rest is disallowed..
