FB Business Manager - Sharing a pixel with Partners?

Hi i'm new to FB Business Manager, I set up my BM account back in March along with an ads manager account, when I go to the pixels section in settings to share a facebook pixel with a partner, the button is greyed out and says I can share after several weeks of following business policies. Anyone know how to get round this? It's been much longer than several weeks since I set it up:

Oh right, so I have to start advertising with them/spending money in order to remove the limits? I didn't really plan on advertising on the account. I thought the message meant not breaking any rules (or I was hoping) since its been a good few months now and nothings happened.

If I capped the budget for advertising at $1 spend (if its possible) in 3 weeks do you think that would do the trick?

The amouunt you spend isn't relevant, it's more security layer from Facebook to protect the network from fake businesses and scammers.
Once you added your assets to a Business Manager, the probationary period begins from that day on.

Tbh I have no idea haha, I just thought that was part of the process of setting up the BM. I've now set up a new BM on a different account without an Ad Account but still gives the same message, would you know what I have to do to get round the probationary period for that one? Or would it be the same as the one with an Ad Account.

Ok idk what you're trying to achieve. You neither plan advertise nor plan adding any of your assets to your BM, what's the whole idea behind creating a BM then?
