trials and errors my friend , think of a method to reach people then test it and if you dont get any results then move on and try a different method theres literally hundreds of ways to make this work

You have to mention which kind of account do you have, is it in adult category, if not, what niche (global) are you in (ex. funny/fashion/videos)?

Twitter has been always my least interesting platform to grow my accounts on, why? Because follow rate there is EXTREMELY low, in terms of user interaction it's very less unless you somehow manage to grow your Twitter account, it still won't have that much engagement and will most likely go inactive again.
Coming back to your main question, many people try the follow / unfollow method in their own niche.
Let's say you have a niche in "food", you'll have to find famous food Twitter accounts and check their followers list OR you could even see their recent post and check out the most recent likes / comments and from there you could follow people that are interested in your niche.
The above is the easiest method to gain good amount of followers provided the content in your account is engaging and interesting, if your account had dull food pics I would just have a quick peek and never come back. Use of appealing images & hash-tags are also important since they help a lot with increasing your engagement + followers.
Do not randomly follow accounts as you won't get any benefit, it has to be niche related to your Twitter account and also if your account is new and has barely any posts then you will have to follow people within a limit or Twitter will ask you to phone verify or even disable your account. Please do note that in Twitter follow-back ratio is extremely low compared to Instagram unless you are in adult niche.
