1) use some seo plugin and sort your on page seo, for off page seo buy some quality links and disvow spammy links
I second it but I wouldn't disavow but instead diversify anchor text with the new links.
At times, it happens that, unintentionally, our anchors get a bit over-optimised (sometimes, people share my site on the forums and I have no control over how they use the anchor text) so I just build more links and use different anchors to look more natural.

so i need to balance it with , brand anchor and partial match anchor , right ?

You do not need to change the domain start on-page SEO stuffing your keywords and then start publishing good content.

What type of backlinks did you used on your website? If you website is penalized I would suggest you start over with a new domain.

I would suggest you to start with new domain.

You can work on existing domain but you will never be sure whether you are going to get ranking or not.

So better to start afresh.

I don't think there is enough information here to give a clear answer. Without knowing what all the links look like, the history of the domain ETC its hard to say. Keyword stuffed blogs are easy to fix, but if Google flagged you for these links it could be a bit more challenging. Has the site ever ranked for anything? Is there any meaningful DA/DR? What kinds of links did you build?

i dont think its get penalyze because its still in google search , its just not ranked using choosen keyword , and i use match keyword backlink to all of it..

I'd use exact match in the title and a close variant in the H1. Then use your keyword within the first 100 words. Use LSI keywords for your headers and sprinkle additional keyword variations into your content 1 term for every 100-200 words or so.

How difficult is the keyword you are going after? If you are indexing with no issues and haven't received any penalties, I don't see a reason to go with a new domain at this time.
