If you have a proper business model then you will definitely get investment from various person but if you dont have a properplan then no body will invest a single pound in your business

Gambling is legal in Goa which is an Indian State. I Should convince someone from Goa that will be better option for me. I am trying to make it listed some other countries but if you people think it will cost me trillion dollars to get licence then Goa will be far better option for me.

You have no idea of what is required to open a online casino or a gambling site.

if it was as easy as getting a letter from the “Goa State Government” . Then everyone would be doing this and opening up casinos left right and center.

1. He is from SE Europe -> It might be legal there, just by googling "List of countries where gambling is legal" that shows US/CA/NZ in their list is not a good way to open a gambling site.
2. It does cost a fortune to license gambling site -> all the time you were saying that it's easy, no it's not.
3.
