In really depends. I sorted out different budgets by running test ad campaigns first. Spent extra few dollers but it helped me to sort things out.

No one can tell you an exact answer for this. You have to: Test, Test, Test.. and you'll find your own ads that work for you. So you have to spend a little bit, in order to find the best way.

I had big success with promoting giveaway, it was on brand new account and i got like 500 followers for 15$ ad. Go for females as they engage more than males, also be sure to have some posts especially if your account is new, high quality posts is a must because it's game changer

But giveaway wasn't even connected with follow action so people who followed me did it because of that they like the content i upload, engagement rate went up by a lot and that is the most important thing for me as I am selling products through this page so i need engaged audience not just numbers

That's very interesting, I guess people don't like the pushy follow me tactics. So they saw your giveaway ad and decided to follow because your targeting was on point and the found your content unique or resourceful to them etc.

It's not the same niche but in the business infographic niche I paid roughly 3 cents per followers in Asia, 7 cents per follower in Europe, and 20 cents per follower in the USA. South Africa and Brazil were tested but are too expensive.
