Page changed for target keywords ? What should i do next ?

Hi, one of our client was ranking well for city + service keywords for home page.Now they have created inner page targeting the city+service keyword and have optimized the content for inner page.All relevant content on home page is removed ,so home page now is for brand keywords.We have built links for over 5 months for home page with city+service keywords. 2 months have passed and still home page is showing for city+service keywords.So please give me few suggestions on how to get inner page ranking for city + service keywords.

Should i wait for more time? or keep building links for inner pages?. Looking for some suggestions.Thanks.

Yes ,because home page was showing in first page for city+service keywords.Now it is pushed to second page because we removed all city+service content . Like you said ,will wait some more time.
