Why they make private accounts?

Sometimes I see personal and hidden instagram pages which have few million followers. Why they do that? Why they don't switch to business account is there any advantage of the personal accounts?

The answer for your question is pretty easy. So , they are doing s4s with other big pages with 400k+ followers. They post something that will get people's attention , for example : "Guy fell from sky scraper without parachute and survived". They post video and cut it before he falls even tho he has an parachute. Follow @username for full video or Full video on @username .
They post his @username in post description and that's it. When someone wants to see that video , they wont because page is private , so they need to follow him to see that video.

This is the most accurate explanation. I'd like to add:

The users who are already following the page may like some content and will try to share it with their friends. But since, it's a private account, now these friends will also have to follow the page (you might have already came across this situation)

It is a very common practice used by large pages to grow.
