In the EU it definitely is not legal. In the USA you might be able to get away with it depending on the circumstances.

However, you most likely won't have any issues with doing it. Just make sure to stay under the radar with google and co.

Some advice I would give you is to do the following: Instead of adding them to the email list directly send them a free lead magnet or something like that via email and get them to opt-in. That way you'll get more engaging subscribers as well and won't get reported as spam as easily.

Gonna put this out there! Scraping is a grey hat area. You won't get sued or anything. Worst thing that will happen is a cease and desist.
Using scraped emails for email marketing is also grey hat. There are SPAM laws that do raise the consequences but it really won't effect you unless you're a major corporation.
