I used to make something like this. While you could use pure css, it would be a suicide, but there are better ways. You can make an animation in after effects and the, with a free plugin, you export it to use in it in your project. It requires a bit of code knownledge, so you have to need access to the website's source code (even if your website is made in wordpress, you can easily add a custom plugin instead of editing the original theme). Have a look at this tutorial
