Tricks in Re-using Expired Domain

I got this expired domain. The DR is 7 with 186,575 backlinks (according to Ahrefs)
But there is a page inside of it that the DR is 34 and UR is 48 with 191 backlinks. The page URL is like this - http://www.domain.com/forum/index.php/topic,123456.new.html

I want to know if I should build the PBN and use this particular page as the main page and how to achieve this. considering the .HTML is not wordpress

We are not in same niche. Totally different niche from the domain. I bought it because it has high DR and high backlinks, not because of traffic because its totally different niche

Isn't this a waste of traffic?
Can't you exploit this and make a deal with someone in the niche?
A youtuber in the niche that does not have a blog yet?
Or a blogger that would be interested in traffic?

If you're using Wordpress, then you can set up a new page, copy the content from archive.org to that page, then setup a redirect from the old URL to your new page using a plugin like this https://wordpress.org/plugins/eps-301-redirects/

The site he has is in a totally different niche. So... I don't think it will make any sense to repost the content. Redirecting to home page is the only choice I guess.

And how is that root domain DR is 7 and page DR is 34.

Dr should be consistent.

Agreed. Those will be hard to recreate, or even write a new article about (especially if the url structure doesn't tell you anything about the subject, like in OP).
