Help with youtube monitization.

I'm starting a new Youtube Channel using tik tok videos from my country and reviewing them. Videos don't have the tik tok water mark. I add funny comments and grade the video. So the question is, can this idea/ channel be monetized? I think I'm skimming passed the TOS but I'm not sure. New to youtube and its my first channel. Please help. Thanks lads and lasses in advance, learnt a lot from you all.

From what I've seen I think it's safe. I saw one channel totally blowing up with some guy seeing if he can watch "funny tik toks" without laughing.

The tik tok videos in my country are straight ripped compilations, which can't be monetized. Also content idea. Thank you.
