Hey i dont know why but my payoneer balance is blocked and it was all verified last yr july 2019 so i logged in and made a payment and 2 days later it saying balance blocked with no info provided . I need the money back asap to pay bills would it possible to sort this out any suggestions.

Everything is ok on my side. Did you contact support. Everybody account should be ok after the wirecard fiasco.
Has this ever happened to you and what could be the reason ?

They monitor payments, probably you were flagged for something, which they deem suspicious. Yes, payments/transfers are getting held, when they see a reason and the sender needs to provide proof. And yes, they block balance too on occasion.
As someone suggested it above, you need to contact their support, if you want to know the reason and the possible solution, if there's any.

Their support sucks... I lose 10k few yers ago from him.. When i tell him what happened with my money, they never reply me back... So i don't recommend use this company.

All payment systems have quirky rules, and try to balance convenient service with protection against fraud or "unusual activity." 10k sitting in an account might have been viewed as suspicious, especially if it was not the usual balance. As with Paypal, perhaps people should use these third party services to park smaller amounts for a short amount of time, to prevent over-sensitive filters from putting holds on your money.
how long did it take you to get unblocked ?
got a reply saying email address alternative needs to be provided to proceed further not sure why .... but then i called them and they said its getting reviewed but i didnt get a time frame which is kind of a piss take because i need the funds to pay bills.
I phoned them went on live chat 2 times now and each time they have said the relevant department is dealing with it ..... no time frame given and its been 2 days now . im quiet fed up with them
