If you use the same article, it will be a plagiate, so it's not a good idea. Instead of this, try to spin/rewrite it.

If Page A links to Page B and Page B links to your site, Page A is a tier 2 link, and Page B is a tier 1 link.

If your traffic building plan is based on ranking high in the search engines, avoid duplicate content. One exception is putting dupe content on a curated site, which Google is said to not penalize.
