I try to request an indexing but Google search console rejected my request. and the "request Indexing" button cannot be clicked.
Anyone know the answer?

It does, but google see it as not mobile friendly for some reason

Is it blogspot? Look Like robots txt issue or server is blocking Google bot.

Mobile friendliness has nothing to do with indexing.
Seen plenty of sites indexing easily and I actually have 1 mobile unfriendly site not only indexing but ranking as well.
As for the error message, never seen it before.
If you click on 'view live test' or 'learn more' they give you the exact reason. Some time ago I had the same issue with a post I playing around and GSC told me exactly why they wouldn't index it.
