Hey ,
Just wanted to know the highest and the best paid cpm ad network . Also have heard many good reviews about Adthrive , Ezoic ,Mediavine , Monumetric etc .
I have a simple blog containing mostly 'how to guides' related to tech niche . So for me, i don't think there will be any good affiliate network out there (or may be not known to me) .
Kindly suggest which one will be the best passive ad network , and also if there is any affiliate network suitable for my blog .

There isn't one. You need agency ad buyers and stats to prove so.

Ad blockers are the norm these days. Sponsorship is maybe your best option.

You can check this list - Top 100 AdSense Alternatives.
But...there is no such thing as the highest-paying ad network.

The way it works is that the advertiser sets a rate on his impressions/clicks when he advertises through the ad network. Some advertisers set rates of $10 CPM/CPC others 20¢. If the visitor that comes to your site matches the expensive advertiser - he will see more expensive ad, therefore you will make higher revenue on a higher CPM/CPC rate.

To increase your CPM rates and maximize your revenue you need to run an ad server, with multiple CPM networks set up. This way the server will run an auction and will collect rates for this particular user from all networks and will show ad from the ad network with the highest bid.

Example: Without Ad Server/Single Ad Network:

The user came to the site > Ad Server displays an ad from Ad Network A for the price $1 CPM

Example: With Ad Server/Multiple Ad Networks

The user came to the site > Ad Server runs an auction and collects bids from all Ad Networks A, B, C, D, etc. > Ad Server displays ads with the highest bid $2.5 CPM.

The numbers above are just an example, but auction on average increases your revenue by 10% - 110%.

Also have heard many good reviews about Adthrive , Ezoic ,Mediavine , Monumetric etc .

Ezoic, Mediavine, Monumetric, Adthrive - IS NOT AN AD NETWORK!

Blockers do not affect the market to that extent where you have to decide between Affiliate (CPA) and CPC/CPM models. There are also blockers of ad blockers and those types of ads that don't usually get blocked, etc, it's just a battle of technologies and the ad technology wins so far (as it has more money).

Certainly but you need decent traffic and good niche.

If your site is crap it won't be considered.

That's the beauty of CPC/CPM model vs CPA - you can make money with crap sites.
Even if the user bounces without proceeding to the inner pages you still being paid for ad impressions.

Not saying low-quality site is enough, just stressing that it will work anyway.
