Traffic Measurement Site that OVER measures?

I'm looking for a traffic measure site like Alex, Siteworth, Semrush, that OVER measures. I know there are always differences between the sites, and I found Semrush to be the highest, but I was wondering if anything was more reliably high. I'm not using to trick buyers etc, this club requires X amount of unique monthly visitors for your website and im almost there.

Assuming you just need a screenshot to prove the amount of traffic, couldn't you just manipulate the code in the DOM?

Negative, they can go to the website source and check. If caught lying very bad things would happen.
