European countries are very difficult... With your amount of data it can only be Germany Spain France Italy or Poland. Each of them are part of gdpr...
I think the best way would be contact the company or tool where you got the data and tell them for amount of money their mistakes in the system. Not the blackhat way but the more legal one.

Cold emailing anyone in the EU is risky due to GDPR. In Germany for example, cold emailing is illegal last I read.

this is not the issue , i can clean my list by myself , thank you python . But what kind of emails will not lead you to the prison in EU ? nothing thats why im asking
