Recommendation question

We have a site that's always organically ranked well (position 1 usually) and it seems to have dropped a little now - the only thing that's really changed is we disconnected a Facebook page with about 8000 followers from it.
We're now position 3-4 for '(location) web design' and need to get back to #1, competition is low here - would backlinks be the best option?
