Best way to find courses online maybe on Udemy and then do practical by launching the campaign.
Let me tell you if you only learn, you wont be able to understand concept completely. You have to do it practically by launching campaign.

If your niche is not restricted (and not disallowed) as per GAds policies, you need not worry. But, yes, you are new ... Best way is to attentively read all the help & support articles of GAds related to the type of campaign that you want to run (example : a search ad campaign, etc). As many have mentioned, watch some related YouTube videos too. Start with a small daily budget and a low CPC initially, so initially you may not immediately get your desired results. Take it from there, like study what is the usual top page bids for your keywords, etc and then step up your campaign. I realize you are new, so all this may sound a bit complex. Make a start surely, but during the learning, do control your ad costs wisely till you are confident of scaling it up.

As per your another thread in HAF section , I think you are looking for google ads for running weed delivery camps .

Those camps need cloaking to be done as directly you can't run directly such camps , very hard to run camps for CBD , Hemp , Weed.

First check how others are doing there LP and what sort of keywords they are using. Main weed keyword you will not be able to use but yes you can variations and get camp approved.
