Google Play "Continue To Payment" button is not working

hi,
i was trying to sign up in google play , but i was stuck in accept terms page , because of "Continue To Payment" button is not working ,
BTW i tried to use another IP address , new computer + even using a mobile phone , different email (fresh one), same problem
every time Continue to Payment button is not working
another thing i tryied to look in the console to see what is happening when i click on the button , but nothing every thing seem to be OK
is anyone faced this problem before
any solution ?

It is clear what he says. New developer account can't be opened because of the next button doesn't work. It is locked.

I've encountered the same issue. It's frustrating. Have you tried clearing browser cache/cookies? Sometimes that helps. If not, maybe contact Google support.
