What spec server do I need to run GSA - SER?

Looking into buying GSA-SER, wanted to know what sort of servers I need to run it, I presume it needs a windows server. Where you install a windows OS on and then install the software as you would on your computer and run it, is that the case?

Does the server provide you with a windows license or do you have to install it yourself?

I can see windows vps servers where you get 2GB ram, 2 cores, 50GB storage for $25/month, that does not sound like much at all, in fact it looks like this would be really underpowered for running 100 threads of GSA-SER (which you would need).

So many people talk about hosting GSA-SER on a server, but surely you can just buy a shitty broken laptop on ebay for $100 and use that as a dedicated GSA-SER machine, am I missing something here?
 
Any recommendations for cost effective hosts, and best spec server to get for this use.

Add another $10 and you can get your own dedicated server from hetzner. intel i7-4770, 32GB RAM, 1gbps download+upload 24/7, 4TB HDD. 2GB ram, 2cores and 50gb storage for $25 is a big scam imo.
