Does anyone find that the "Google Guaranteed" business results at the top of local keyword results get in the way of conversions / clicks / calls very much? Is it best to avoid keywords with that appearing at the top?

I found somewhere that 60% of traffic now goes to Google Guaranteed, Ads and Local Pack.
It is being harder everyday to beat Google.

Google nowadays is more advertising company then search engine.

In my location there are more than 18 Google Guarantee users, but my listing never came on top even I put maximum cpc and maximum budget and i have 5 star reviews. Is there any trick to be top, Can anyone help in this ? I am ready to pay to whom who make me number 1 in Google Guarantee.
