What are some good and reliable CPM adnetworks that you would recommend working with that DO NOT require me typing in my website (Since I am currently building it and have no URL yet - IMPORTANT!!!!)?

In order to make money from the very first visitor to the site obviously. But I now understand that it's not possible and ad networks won't approve of this

You can apply to adsense when you set up your site new.
But the fact that you have content on your site doesn't mean you have traffic, you could have thousands of words of written articles yet nobody seeing them.

The best way is to first built a good site with quality traffic, and then drive ads with it, the other way around will be very hard for you to get good high revenue for long term
