Hi, we are creating hundreds of accounts almost everyday during the past 3 months. However, today it seems Fb is very abnormal, our account creation team can't create any account today! 
It seems FB is very abnormal today...

I agree. Past 4 days have been abnormal here as well. Are you getting instant block?

yes. getting instant block during creation.
and we found there are also some other abnormal today.
for example, we used to add our payment method by opening this URL directly:
https://www.facebook.com/ads/manager/account_settings/account_billing/
but today, FB said:
Your Request Couldn't be Processed
There was a problem with this request. We're working on getting it fixed as soon as we can.
we have to go from the home page step by step to go to the payment method page.
and we found there are also some other abnormal today.

And you are creating 100s of accts/day? Do you use Macros? Selenium? Custom batch/shell, python... scripts? I automate things. I do it well. I think it would be fairly easy to set up an emulator to automate this until fb straightens out, or new changes are more consistent.
