There are so many VPN companies out there at this point there should be one offering whitelabeling.

So perhaps try googling that, try it out and then look into developing one yourself (or getting it outsourced).

It would really just be a whitelabel UI wrapper around something like Wireguard so you'd be able to find a Fiverr dev to do it for ~US$1k - $3k I'd say

Try opening an account as an employer in Upwork / post a job. State all the specifics you want done and then wait for a couple of days for bids to come in. This is what I did back then when I wanted to know the price range of an app I wanted to create. Of course you have to check reviews of all the bidders to really know how good they are and determine if their bid will be worth it.

I've been a developer myself so this is how I price my services back then.

Forget it, there are tons of good free VPN apps in the store which with tons of good reviews, you have no chance, you are just wasting your money.
