Have you ever used a torrent client? When you start a torrent, the ip addresses of all the connected peers are getting listed under the appropriate tab literally. Most of the users still don't utilize VPN, so it's fairly easy to track them down, if there's a will.

They can ask the VPN company to comply, but the data available depends on the VPN company. Some of them keep logs, others don't. Some of them say, they don't keep logs, when in fact they do.
